PROJECT DESCRIPTION

In 2020, the Indiana Department of Transportation entered into an Interlocal Agreement with the Town of Plainfield and Hendricks County to relinquish and transfer a portion of Avon Ave. (formerly SR 267) to the local agencies.  This agreement has allowed the Town of Plainfield to act as the lead agency and work with Hendricks County and the Indianapolis Metropolitan Planning Organization to develop an intersection improvement project at CR 300 S and Avon Ave.

The Town of Plainfield, with funding and administrative oversight from the Indianapolis Metropolitan Planning Organization (IMPO), intends to proceed with the CR 300 S and Avon Avenue Road Improvement project in Plainfield, Hendricks County, Indiana. The proposed project area is located at the intersection of CR 300 S and Avon Avenue in Plainfield, Hendricks County, Indiana. The proposed project limits extend approximately 0.32 mile north and 0.25 mile south along Avon Avenue and approximately 0.11 mile west and 0.32 mile east along CR 300 S. The project area extends approximately 0.32 mile north and 0.25 mile south along Avon Avenue, and approximately 0.11 mile west and 0.32 mile east along CR 300 S.  This area captures much of the area draining to and from the intersection, but the actual roadway improvements are expected to be limited to the intersection and east along CR 300 S to connect to a previous Town project.  

 

The need for the proposed project is evidenced by the significant traffic congestion at the CR 300 S and Avon Avenue intersection during peak travel times, which results in long vehicle queues impacting adjacent properties and roads. The long vehicle queues result in cut-through traffic in the Whitmore Place subdivision with over 65 vehicles traveling through the subdivision in one day to avoid the intersection. Additionally, there is a lack of pedestrian facilities at the intersection.

 

The purpose of the proposed project is to increase the level of service (LOS) at the intersection of CR 300 S and Avon Avenue, which will reduce the long vehicle queue lengths and the cut-through traffic in the Whitmore Place subdivision. Additionally, the purpose is to increase the pedestrian connectivity at the intersection to existing and planned future pedestrian facilities.

 

The proposed project would construct a roundabout at the intersection of CR 300 S and Avon Avenue. It is anticipated that the proposed project would require the acquisition of permanent and temporary right-of-way. Relocations are anticipated as a result of the proposed project.
